Q: 1st of July when should all the discrepancies be resolved in order to utilize the funds? If the date is not met what do you think should happen to the management that does not meet the deadline? (referring to Cali State Budget)
A: Everything should be finalized before the budget needs to be put into effect of course. And what should happen to management if they don't meet the deadline? They should be fired and replaced. A budget is not a hard thing to finalize unless you have a lot of people trying to push special interests and pet projects through, then all you end up with is arguments and disagreements.
